Open Session.

                    The National Executive of NCCPA at Maharashtra Bhawan, Chennai started with flag hoisting by veteran leader and Patron, Com. V. A. N. Namboodiri followed by offering  floral tributes to the martyrs at 10 AM.

         The open session began at 1030AM. Com. V. A. N. Namboodiri presided. Com. K. G. Jayaraj, Officiating Secretary General welcomed one and all. He also made a presentation on the memorandums submitted to the 8th CPC in the form of 18 and 9 questionnaire. As there is no progress on the issues of Validation clause and retrograde Terms of Reference of the 8th CPC even after two phases of agitation, the National Executive is duty bound to decide appropriate third phase of agitation.

          Com. Shiva Gopal Mishra, President, NCCPA and Secretary, Staff side of NJCM inaugurated the open session. He elaborated on the recent developments with regard to the 8th CPC and the discussion had with full member CPC on two occasions in New Delhi. Though the Chair -person of the 8th CPC stated that pension revision can't be discussed, he assured that it will be discussed and sorted out. Otherwise, we have no other option than big struggle. Pensioners have no religion or caste and they can't be discriminated. The Government is on a privatization spree. Modi government has become Serious threat to democracy. We have to build broad unity and fight against the onslaught.

              Com. D. K. Debnath, Deputy Secretary, NCCPA & General Secretary, AIPRPA, Com. S. K. Sharma, Working President, NCCPA, Com. A. K. Ghosh, Working President, NCCPA, R. Elangovan, President, DRPU and S. Sridhar, President, AIRRF addressed the open session and reiterated for further struggles.

           With vote of thanks by Com. R. Rajasekar, Reception Committee, the open session was concluded at 1.30PM.

More than 400 comrades participted and the hall was jampacked.

            The Reception Committee under the leadership of Coms. P. Mohan, C K Narasimhan, R. Rajasekar and K Govindaraj have made excellent arrangements for the successful conduct of the National Executive on 18th and FCPA meeting on 19th July, 2026.

                 By 2 pm the committee started with com. A K Ghosh in chair. Com.Misraji was present in Dias. Officiating General Secretary Com..K G Jayaraj presented organisational issues and proposed 3 phased agitational programs culminating in DELHI MARCH in the winter session of Parliament.

             As part of discussion, Com. R. Muraleedharan Nair, General Secretary, AIBDPA fully supported the proposal of General Secretary and requested NCCPA to include the issue of pension revision of BSNL/MTNL Pensioners in the charter of demand.

          R.Muraleedharan Nair also requested Com.Shivgopal misraji to spare his valuable time to convene a meeting of all the pensioners associations of BSNL/MTNL to explore the possibility of a consensus and avoid further litigation. Also, it is requested that Secretary Staff side may utilise his good office to arrange another round of discussions at the level of Secretary, DOT.

              Com.Misraji, present in the Dias immediately responded positively. After detailed discussions, the following decisions were taken unanimously.

1.Decided to organise Parliament March during winter session of parliament.

2.Demands day and 3 days DHARNA ,Prelude to the parliament march.

3.Demands will include Validation Act, TOR of 8th CPC, Pension revision of BSNL/MTNL, CGHS issues-which can be finalised by 19-07-2026 at the FCPA Meeting.
