அகில இந்திய BSNL DOT ஓய்வூதியர் சங்கத்தின் பொதுச் செயலாளர், மற்றும் துணைச் செயலாளர் TUI(P&R), K G ஜெயராஜ் அவர்களின் அறிக்கை.

தோழர்களே,

இந்த முக்கியமான கூட்டத்தில் பங்கேற்கும் அனைத்து தோழர்களுக்கும் சர்வதேச அளவில் அன்பான வாழ்த்துக்களைத் தெரிவித்துக்கொள்கிறேன்.

அமெரிக்க ஏகாதிபத்தியம் மற்றும் சில ஐரோப்பிய ஒன்றிய நாடுகளின் ஆதரவுடன் கொலைகார சியோனிச இஸ்ரேலால் பாலஸ்தீனியர்களின் இனப்படுகொலை தடையின்றி தொடர்கிறது என்பது மிகவும் கவலைக்குரியதாக உள்ளது. டொனால்ட் டிரம்ப் அறிவித்த காசா இன அழிப்பு சியோனிஸ்டுகளால் மிகவும் காட்டுமிராண்டித்தனமான முறையில் செயல்படுத்தப்படுகிறது. குண்டுவெடிப்பு, துப்பாக்கிச் சூடு மற்றும் பட்டினியால் அப்பாவி பொதுமக்களைக் கொன்று வருகிறது. துரதிர்ஷ்டவசமாக, ஹோலோகாஸ்ட் ( சர்வ நாச பேரழிவு) உலக நாடுகளின் மத்தியில் ஒரு பெரிய கேள்வியை தொடர்ந்து எழுப்பி வருகிறது.

113- வது ILO மாநாடு.

 ஜூன் 2-13, 2025 வரை ஜெனீவாவில் நடைபெற்ற 113 ILC-க்கான TUI (P&R) தூதுக்குழுவில் இடம்பெறும் வாய்ப்பு எனக்குக் கிடைத்தது. இது ஒரு அற்புதமான அனுபவமாக இருந்தது. எங்கள் TUI(P&R) இதை சிறப்பாக பயன்படுத்தியுள்ளது. WFTU பொதுச் செயலாளர் தோழர் பாம்பிஸ் கிரிடிசிஸ் மற்றும் எங்கள் தலைவர் தோழர் டிமோஸ் கோம்பூரிஸ் ஆகியோரின் உரைகள் முழுமையான அமர்வில் சிறப்பாகவும் முன்மாதிரியாகவும் இருந்தன.

நமது அன்பான பொதுச் செயலாளர் குயிம் போய்க்ஸ் உடல்நலக் குறைபாடுகள் காரணமாக இந்தக் கூட்டத்தில் பங்கேற்க முடியாமல் போனது வருத்தமளிக்கிறது.  மேலும் அவர் விரைவில் குணமடைந்து இயல்பு நிலைக்குத் திரும்ப வாழ்த்துகிறேன்.

தோழர்கள் அண்டா அனஸ்டசாகி துணைப் பொதுச் செயலாளர்,  மற்றும் பச்சீர் ஹகேம் அமைப்பின் செயலாளர், ஆகிய இருவரின் அறிக்கைகளையும் நான் ஆராய்ந்து உளமாற ஆதரவினை தெரிவித்தேன். அமைப்பை வலுப்படுத்துவதற்கான அவர்களின் தொலைநோக்குப் பார்வை மற்றும் செயல் திட்டம் பாராட்டத்தக்கது.

 மற்ற ஆசிய நாடுகளின் ஒத்துழையாமை மற்றும் சிவில் ஓய்வூதியர் சங்கங்களின் அமைப்புகள் தொடர்ச்சியாக  ஏற்பாடு செய்த கூட்டங்களால், ஆசிய ஒருங்கிணைப்பாளர் தோழர் கே. ராகவேந்திரனின் தொடர்ச்சியான அலுவல் அட்டவணையால்,  மற்றும் பல்வேறு போராட்ட இயக்கங்களின் காரணமாக ஆசிய பிராந்தியக் கூட்டத்தை இந்தக் கூட்டத்திற்கு முன் நடத்த முடியாமல் போனதற்கு நான் மிகவும் வருந்துகிறேன்.

இந்திய நிலைமை.

இந்திய அரசாங்கம், மார்ச், 2025 இல் ஓய்வூதிய விதிகளை சரிபார்த்தல் என்ற ஒரு கொடூரமான சட்டத்தைக் கொண்டு வந்து, அதை நிதி மசோதா, 2025ன் ஒரு பகுதியாக நாடாளுமன்றத்தில் நிறைவேற்றியுள்ளது. ஓய்வூதியதாரர்களை அவர்களின் ஓய்வு பெறும் தேதியின் அடிப்படையில் வேறுபடுத்தி, ஓய்வூதிய விதிகள் மற்றும் எந்த நீதிமன்ற உத்தரவையும் மதிக்காமல்,  ஓய்வூதியதாரர்களுக்கு வழங்கப்பட்டுக் கொண்டிருக்கும் சலுகைகளை மறுக்க இது அரசாங்கத்திற்கு அசாதாரணமான அதிகாரங்களை வழங்குகிறது.  

         NCCPA அமைப்பு ஏப்ரல் 3, 2025 அன்று நாடு தழுவிய போராட்ட நடவடிக்கைக்கு அழைப்பு விடுத்தது. இதில் தேசம் முழுவதும் உள்ள ஓய்வூதியதாரர்கள் பெருமளவில் பங்கேற்றனர். மேலும் பல சங்க சார்பற்ற அமைப்புகளும் போராட்ட நடவடிக்கையில் பங்கேற்றன.  எனவே 40க்கும் மேற்பட்ட ஓய்வூதியதாரர் சங்கங்களைக் கொண்ட சிவில் ஓய்வூதியதாரர் சங்கங்களின் கூட்டமைப்பு உருவாக்கப்பட்டு, புதிய தாக்குதலை அமைப்பு ரீதியாகவும்,  சட்ட ரீதியாகவும் எதிர்த்துப் போராட முடிவு செய்யப்பட்டது. அதன்படி, இந்திய அரசியலமைப்பின் 14வது பிரிவை மீறுவதாகக் குற்றம் சாட்டி,  இந்த கொடூரமான சட்டத்திற்கு எதிராக உச்ச நீதிமன்றத்தில் வழக்குத் தொடர ஒரு பிரபலமான வழக்கறிஞர் ஈடுபட்டுள்ளார்.

        நாடு முழுவதும் பல கட்ட போராட்டத் திட்டம் செயல்படுத்தப்பட்டு வருகிறது. மாவட்ட அளவில் மனிதச் சங்கிலி ஜூலை 25, 2025 அன்று மிகவும் வெற்றிகரமாக நடைபெற்றது. ஆகஸ்ட் 2025 கடைசி வாரத்தில் மாநில அளவிலான சிறப்புக் கருத்தரங்குகள் நடத்தப்பட்டுள்ளன. ஆயிரக்கணக்கான ஓய்வூதியதாரர்கள் ஆளுநர்களின் இல்லமான ராஜ் பவனுக்கு அணிவகுத்துச் சென்று, அவர் மூலமாக  பிரதமருக்கு கோரிக்கை மனுவினை அனுப்பும் இயக்கம் நடைபெற்று வருகிறது.

             அக்டோபர் 10, 2025 அன்று தலைநகர் புது தில்லியில் நடைபெற உள்ள மாபெரும் பேரணிதான் போராட்டத்தின் உச்ச கட்டமாக அமைய உள்ளது. நாட்டின் அனைத்துப் பகுதிகளிலிருந்தும் பல்லாயிரக்கணக்கான ஓய்வூதியதாரர்கள் இந்த நிகழ்ச்சியில் பங்கேற்க உள்ளார்கள்.  மேலும், குடியரசுத் தலைவர், பிரதமர் மற்றும் உச்ச நீதிமன்ற தலைமை நீதிபதியிடம் கோரிக்கை மனு சமர்ப்பிக்கப்பட உள்ளது.

Comrades,

I have the privilege to extend warmest International greetings to all the Comrades participating in this important meeting.

It is a matter of grave concerns that the genocide of Palestinians continues unabated by the murderous Zionist Israel with the support of US imperialism and some of EU countries. The ethnic cleansing of Gaza declared by Donald Trump is being implemented by Zionists in a most barbarian manner, murdering innocent civilians by resorting to bombing, shooting and starvation. Unfortunately, the Holocaust is contiuing raising a big question on the consciousness of the world countries. 

113 ILO CONFERENCE.

I got an opportunity to be part of the TUI(P&R) delegation to 113 ILC held at Geneva from 2-13 June, 2025. It was a wonderful experience and our TUI(, P& R) has utilized it actively. The speeches of Com. Pambis Kyritisis, General Secretary, WFTU and Comrade Dimos Koumpouris, our President in the Plenary Session were excellent and exemplary.

I feel sad that our beloved General Secretary Quim Boix is unable to participate in this meeting due to health problems and wish him speedy recovery and back to normal activities.

I have gone through the reports of both Comrades Anda Anastasaki, Deputy General Secretary and Bachir Hakem, Secretary, Organisation and endorse. Their vision and action plan to stregthen the organisation are praiseworthy. 

I am extremely sorry that the meeting of the Asia Region could not be held before this meeting mainly due to the noncooperation of other Asian countries and the busy schedule of Comrade K Ragavendran, Asia Coordinaor, organising the Forum of Civil Pensioners Associations and continuous meetings and the agitation.

Indian situation.

The Indian government, in March, 2025 has brought in a draconian act, called Validation of Pension Rules and made it part of Finance Bill, 2025. It gives extraordinary powers to the government to distinguish the pensioners on the basis of their date of retirement and deny the benefits, particularly to the past pensioners not withstanding the pension Rules and any court order.

NCCPA rightly called for a country wide Protest Action on 3rd April, 2025 which was responded massively by the pensioners and several non -affiliated organisations also took part in the Protest Action. So a Forum of Civil Pensioners Associations with more than 40 Pensioners Associations was formed and decided to fight out the new onslaught both organisationally and legally. Accordingly, a prominent lawer is engaged to file the case in the Supreme Court against the draconian act as it amounts to violation of Article 14 of the Indian Constitution.

A phased program of Agitation also is being implemented throughout the country. Human Chain at District level was most successfully organized on 25th July, 2025. State level conventions are held in the last week of August, 2025.Memorandum addressed to the Prime Minister is being given through the Governors after marching of thousands of pensioners to the residence of the Governors, the Raj Bhawan.

The last phase of Agitation is big rally at the capital city, New Delhi on 10th October, 2025. Tens of thousands of pensioners from all parts of the country will participate in this program and memorandum will be submitted to the President, Prime Minister and Chief Justice of Supreme Court.
